Trade agreements, regulatory institutions and services liberalization

Many agreements to liberalize trade in services tend to be limited in scope. This is a puzzle considering the high share of services in total employment and value added and relatively high barriers to trade in services in many countries. In this paper we argue that neglected complementarities between services trade policies and domestic regulation may help to understand the limited ambition on services observed in many trade agreements. We show that the productivity effects of services trade liberalization are conditional on regulatory quality. Our findings suggest that greater effort to design trade agreements with a view to improving regulatory quality may be a necessary condition for deepening the services coverage of trade agreements and will enhance the welfare gains from services trade liberalization.

New from OECD: Trad Facilitation and the Global Economy

“In a globalised world, where goods cross borders many times as intermediate and as final products, trade facilitation is essential to lowering overall trade costs and increasing economic welfare, in particular for developing and emerging economies.”

OECD has launched a new book on trade facilitation reform around the world, reflecting global interest and ongoing efforts to implement the Trade Facilitation Agreement.

With the launch of the book, which is available for online consultation and download here, OECD has also prepared a short policy summary document and a video about trade facilitation and OECD tools to evaluate a country’s progress and performance.

US Security Strategy and the Gains from Bilateral Trade

We explore the geo-strategic determinants of bilateral trade flows between the USA and the rest of the world. We develop a three-party model of security and trade patterns and use data on military assistance and troop deployments over the 1950–2009 period to validate its predictions. We find that security assistance has significant, positive impacts on the shares of bilateral trade between the USA and the recipient country, results that are robust to issues of reverse causality and hold across different sectors.

A general equilibrium, ex-post evaluation of the EU–Chile Free Trade Agreement

This paper evaluates the impact on the Chilean economy of the EU–Chile Free Trade Agreement, in force since 2003, based on a computable general equilibrium (CGE) model. The evaluation method, inspired by structural decomposition methods, consists of double calibration of the model, to account for interactions between the agreement’s impact and structural change in the Chilean economy. Trade flows are modeled at the detailed product level (six-digit level classification). The agreement is found to be slightly beneficial to Chile’s economy on the whole, benefiting mainly unskilled labor, with gains concentrated in few sectors (fruits, wine, fisheries and seafood processing).

Mega-RTAs and LDCs: Trade is not for the poor

Various upcoming large regional trade agreements dealing with new generation trade issues and involving the developed, as well as several emerging market developing economies, exclude the Least Developed Countries (LDCs). The LDCs are not strategically important enough for the other players to figure in these agreements. Nonetheless, these have important implications for the LDCs, particularly in terms of loss of preferential market access. Such preferential access, the paper argues, is likely to get confined to the WTO’s multilateral framework in the longer-term leaving LDCs little strategic economic space outside the WTO.

Heterogeneous Effects of Preferential Trade Agreements: How does Partner Similarity Matter?

This paper examines how dissimilarity of partner country characteristics affects the change in trade flows under a preferential trade agreement (PTA). Our results show that the more similar the partner countries are, the larger the increase in intra-bloc trade is under a PTA. Particularly, there is a substantial “development neighborhood premium”: the gain for developing countries from a PTA among themselves is about two and a half times that from partnering with industrial countries. Our findings challenge the perception that by becoming more integrated with industrial countries, developing countries could automatically gain access to a much larger and lucrative export market.

Korea-U.S. FTA in its Second Year: Current Status of Implementation / Young-Gui Kim, Hyo-Young Lee, Jun-Gu Kang, and Hyuk-Hwang Kim.

Since the Korea-U.S. (KORUS) FTA entered into force on March 15, 2012, both sides have reviewed its status of implementation through various joint committee and working group meetings, and discussed ways to further advance their cooperation on bilateral trade issues for successful implementation. This article provides an overview of the status of implementation of the liberalization commitments made in the KORUS FTA, focusing on the trade in goods, services, investment, and other regulatory areas.

Border Trade and Regional Integration / Ying Ge, Yin He, Yeheng Jiang and Xiaopeng Yin

Abstract:
Although it is an important building block of regional integration, very little research has investigated border trade between neighboring countries. This paper fills this gap by examining the patterns and determinants of China’s border trade with its neighboring countries. First, a disaggregated, firm-product level trade data is used to provide a detailed overview of border trade growth and dynamics. The paper shows that trade liberalization has significantly encouraged new firms to enter the export market, and new private firms account for the majority of the expansion in border exports and the shift toward more sophisticated products. Second, a gravity model is used to investigate the determinants of border trade. The results suggest that multilateral and regional integration, market size and institutional quality play important roles in promoting border trade.

Transatlantic trade and investment partnership: sectoral and macroeconomic perspectives for Germany, the EU and the US / Paul J. J. Welfens, Tony Irawan

Abstract :
The EU and the US have started negotiations on a Transatlantic Trade and Investment Partnership Agreement (TTIP) which could bring a considerable increase of exports and output as well as changes in the composition of output and employment. Thus export simulation studies in combination with input output analysis and employment analysis is useful. In the analysis presented the focus is mainly on sectoral output and employment effects where the key sectors are the automotive sector, chemical industry, information and communication technology production, pharmaceuticals and machinery and equipment. Backward sector links are analysed and found to be quite important in the automotive sector, the chemical industry, the machinery and equipment sector in both Germany and the US; in Germany also in ICT production. However, most of the observed sectors have weak forward linkage. Input output analysis is also used to identify employment effects in various sectors: the pure employment effect of a 20 % export expansion in Germany amounts to about 800 000 new jobs. Looking only at the US and German perspective turns out to be misleading—the high imports of intermediate inputs of German firms from EU partner countries suggests that a comparison EU-US is analytically required for some key issues and that considering the effects on EU partners is also useful. There is a host of key policy issues, including the issue of extended sustainability reporting.

The Paradox of ‘Preferences’: Regional Trade Agreements and Trade Costs in Services / Sébastien Miroudot and Ben Shepherd

Abstract :
We analyse the relationship between regional trade integration and trade costs in services. The analysis relies on theory-consistent bilateral trade costs for 55 countries for 1999–2009 and an analysis of services commitments in 66 regional trade agreements to which these countries are parties. Despite the recent proliferation of services regional trade agreements (RTAs), we find that trade costs are only slightly lower due to these agreements. In addition, we find that the trade cost reductions that do take place tend to happen before the agreement is signed. This is consistent with countries using RTAs as a way of ‘locking in’ reforms. Finally, we find that the preferential margin of services RTAs is thin: members and non-members both see slightly lower trade costs when an RTA is signed. However, the difference between the member and non-member trade cost effects is 28 per cent for services and 40 per cent for goods, indicating a slimmer margin of preference in the former case. We discuss the possible explanations for these findings in terms of the nature of services RTAs and their relationship with regulatory reform. Based on these results, we argue that regionalism in the case of services seems relatively non-discriminatory and does not lead to substantial trade preferences.
