The Little Green Data Book 2015

World Bank has now launched the 2015 edition of The Little Green Data Book. [doi]

Abstract:

The Little Green Data Book 2015 is a pocket-sized ready reference on key environmental data for over 200 countries. Key indicators are organized under the headings of agriculture, forestry, biodiversity, oceans, energy, emission and pollution, and water and sanitation. For the third year, The Little Green Data Book presents a new set of ocean-related indicators, highlighting the role of oceans in economic development.

When Winners Feel Like Losers: Evidence From An Energy Subsidy Reform

Abstract:

In 2011 the Government of El Salvador implemented a reform to the gas subsidy that increased the welfare of households in all but the top two deciles聽of the income distribution. However, the reform turned out to be rather unpopular, especially among winners. This paper relies on ad hoc household surveys conducted before the implementation and in the following two and a half years to test which factors help explain the puzzle. The analysis uses probit聽and logit models to show that misinformation (a negativity bias by which people with limited information inferred negative consequences), mistrust of the government’s ability to implement the policy, and political priors explain most of the (un)satisfaction before implementation. Perceptions improved gradually鈥攁nd significantly so鈥攐ver time when the subsidy reception induced households to update their initial priors, although political biases remained significant throughout the entire period. The results suggest several implications with respect to policy reforms in cases where agents have limited information.

Embodied energy, export policy adjustment and China’s sustainable development: A multi-regional input-output analysis

China has surpassed the United States to be the world’s largest energy consumer, but a lot of energy was used to produce products for exporting to other countries. Presently, China faces a great challenge in energy security and environmental protection. This paper focuses on the energy embodied in China’s foreign trade with a multi-regional input鈥搊utput approach.

The Organisation for Economic Co-operation and Development (OECD), now more than 50 years old, has just opened a new beta Data Portal to share their large sets of data to the public, with a highly responsive interface and nearly 600 readily clickable databases filterable by topics including:

鈥淯nlike many of my other projects, this project is less about spotting patterns in the data, or communicating insights, but starts one step earlier: How can we actually make large collections of data sets available, and how can we guide users to the datasets they are looking for?鈥

OECD’s Data Portal, full of interactive dataviz, now in public beta

China’s energy consumption under the global economic crisis: decomposition and sectoral analysis / Fangyi Li, Zhouying Song and Weidong Liu

It is now widely recognized that there is a strong relationship between energy consumption and economic growth. Most countries鈥 energy demands declined during the economic depression of 2008鈥2009 when a worldwide economic crisis occurred. As an export-oriented economy, China suffered a serious exports decline in the course of the crisis. However, it was found that energy consumption continued to increase. Against such a background, this paper aims to assess and explain the factors causing the growth of energy consumption in China. First, we will explain the impact of domestic final use and international trade on energy consumption by using decomposition analysis. Second, embodied energy and its variation across sectors are quantified to identify the key sectors contributing to the growth. Lastly, the policy implications for long-term energy conservation are discussed. The results show that the decline in exports was one of the driving forces for energy consumption reduction in the crisis, but that the growth of domestic demand in manufacturing and construction, largely stimulated by economic stimulus plans, had the opposite effect on energy consumption. International trade contributed to decreasing energy consumption of China during and after the crisis because the structure of exports and imports changed in this period.
