Trade War: a G20 Truce in Sight?

The Economist Intelligence Unit will be offering a 30-minute webinar on 27 June 2019 on the them “Trade War: a G20 Truce in Sight?” Two speakers, Agathe Demarais (Director of Global Forecasting) and Cailin Birch (Global Economist) will discuss the ongoing trade war between China and the US and the possible outcomes of a side discussion between heads of state of both countries later this month during the G20 meeting.

The ongoing trade war between the US and China has captured the headlines in recent weeks. In May the US increased existing tariffs of 10% on US$200bn worth of Chinese merchandise imports to duty rates of 25%, and China responded by raising its import tariffs on around US$60bn of US goods.

The stakes were raised again a few days later with a US proposal to apply additional tariffs across Chinese merchandise imports not yet covered by punitive tariffs, worth around US$300bn per year.

Against this backdrop, The Economist Intelligence Unit has come to the view that the most likely outcome of a planned meeting between US president Donald Trump and Xi Jinping, his Chinese counterpart, on the sidelines of the G20 meeting on June 28th-29th will be of a truce in tariffs escalation, probably until at least 2020.

But questions remain, such as:

    • Is a US-China trade deal still a realistic prospect, or will the two sides fail to reach a compromise?
    • Is the US going to take the first step towards de-escalation, or is the ball in China‚Äôs court?
    • What happens if no deal is inked, and what would this mean for global growth?

OECD: Why government subsidies are bad for global competition

“As a global community, we also value fairness and competitiveness in international markets. The rules that govern international trade were created precisely to level the global playing field and ensure fair competition that drives innovation and benefits consumers. But some governments still support (or subsidise) certain firms or domestic industries to give them a leg up on the competition. This can happen for a number of reasons, but is ultimately to the detriment of consumers, businesses, and jobs. We often don‚Äôt know who the ‚Äúreal‚ÄĚ winners would be if the competition were truly fair.”

Parcels trade: the good, the bad, and the ugly

“What do a clothing designer and a manufacturer of counterfeit medications have in common? Evolutive Interpretation by the WTO Adjudicator by Gabrielle Marceau.

Several types of changes can take place between the conclusion of a treaty and when its provisions call for interpretation, e.g. changes in the political, social, historical or legal context; technological changes; linguistic changes; or changes in the law. Traditionally, interpreters refused to consider changes that may have occurred since the treaty‚Äôs conclusion. Today, many argue that it is more legitimate for a treaty interpreter to take account of these changes and use an ‚Äėevolutionary‚Äô or ‚Äėdynamic‚Äô interpretation. The issue of changes is particularly relevant in the context of the World Trade Organization (WTO) Treaty, because it combines long-standing provisions with more recent ones, and because international trade has evolved greatly, notably with electronic trade (e-commerce) and new means of distribution that did not exist when the WTO was concluded. The different types of changes discussed in this article may be grouped into four non-mutually exclusive types of situations, which will be examined through the prism of the interpretation process set out in Articles 31-33 of the Vienna Convention on the Law of Treaties (VCLT). While different types of evolutionary interpretations can be considered under standard rules of interpretation in public international law, the use of the term ‚Äėevolutionary interpretation‚Äô allows for a more global understanding of the phenomenon, and might have, at the very least, a symbolic value.

Brexit : trade governance and legal implications for third countries by Martin Molinuevo.

The impact of Brexit on the trade relations of EU/UK with third countries is likely to entail an extensive process of amendment to the disciplines and sectoral obligations featured in their current multilateral and bilateral trade and investment agreements. At the WTO, the UK stance will require amending the current EU lists of concessions in a way that may lead to a broad renegotiation process. At the bilateral level, the status of current EU agreements regarding the UK and third countries is uncertain, as these agreements may no longer apply to the UK. Further, agreements on goods, such the customs union with Turkey, will no longer be valid for the UK. Least developed countries (LDCs) and developing countries who benefit from the EU Generalized System of Preferences (GSP) will continue under this regime, but that framework will no longer be applicable to the UK. In all cases, third countries who consider that Brexit has diminished the value of their commitments may request compensation or changes in the text of the agreements, or ultimately terminate the agreement. The process of amending the trade and investment agreements requires comprehensive knowledge of their trade and investment flows with the EU and the UK.

Trade and Development Report 2018: Power, Platforms and the Free Trade Delusion

UNCTAD has launched the 2018 edition of the annual Trade and Development Report. Subtitled “Power, Platforms and the Free Trade Delusion”, the report examines asymmetric distribution of wealth, power, and influence.

A description of the report from the press release presents a summary of the topics discussed critically in this edition:

“While the public sector in advanced economies has been obliged to borrow more since the crisis, it is the rapid growth of private indebtedness, particularly in the corporate sector, which needs to be monitored closely; this has, in the past, been a harbinger of crisis.¬† The growing indebtedness observed globally is closely linked to rising inequality. The two have been connected by the growing weight and influence of financial markets, a defining feature of hyperglobalization. Banks becoming too big to fail came to epitomize the reckless neglect of regulators prior to the crisis. But the ability of financial institutions to rig markets has survived the early rush of reform in the aftermath of the crisis and efforts are underway to push back even on the limited regulations that have been put in place.¬† Asymmetric power is not unique to financial markets; the global trade landscape is also dominated by big players. The ability of lead firms in global production networks to capture more of the value added has led to unequal trading relations even as developing countries have deepened their participation in global trade.¬† The digital world has bucked the gloomier post-crisis trend and is opening up new growth opportunities for developing countries. But the worrying spirit of monopoly risks distorting outcomes. Getting to grips with the policy and regulatory challenges this poses must be an integral part of rebalancing the global economy.¬† All these old and new pressures are weighing down on multilateralism. In our interdependent world, inward looking solutions do not offer a way forward; the challenge is to find ways to make multilateralism work for all and for the health of the planet. There is much to be done.”

World Trade Report 2018

The 2018 edition of World Trade Organization’s annual World Trade Report¬†was launched 3 October 2018 during a session of the WTO Public Forum.

World Trade Report 2018: The Future of World Trade: How Digital Technologies Are Transforming Global Commerceexamines how the Internet of things, artificial intelligence, 3D printing, and blockchain are transforming global commerce today and are likely to impact it further in the years to come. [The report] provides an economic analysis of the different ways in which these digital technologies affect international trade and tries to quantify the extent to which global trade may be affected in the next fifteen years. It also examines the consequences of this transformation of international trade for existing and future international trade co-operation.”

The session was livestreamed and featured opening remarks from DG Roberto Azevêdo, followed by a panel discussion with Abdoullah Cisse, Caroline Freund, and Susan Lund, moderated by Robert Koopman.

The report “shows that digital technologies are likely to further reduce trade costs and boost trade significantly, especially in services and for developing countries” and discusses how digital technologies can unlock savings and will significantly affect what the world trades. The report also features, for the first time, opinion pieces from external contributors, sharing their independent perspectives on what lies ahead in the future of world trade.
