Using Trade Facilitation to Assist MSMEs in E-Commerce in Developing Countries by Rutendo Tavengerwei.

In anticipation of the 11th WTO Ministerial Conference (MC11), several developing country Members submitted proposals reflecting concerns related with e-commerce and the continued involvement of micro, small and medium enterprises (MSMEs) in cross-border e-commerce. Some developing countries perceive the booming significance of MSMEs as an opportunity to further enhance their economic relevance by incorporating them into e-commerce. The increase of MSMEs in e-commerce has also been reflected by the International Trade Centre (ITC). In one of the ITC’s most recent surveys conducted on 2262 firms, the statistics indicated that of the firms that engage solely in cross-border e-commerce, 82% are MSMEs. Notwithstanding these significant changes on the ground, Members have differed significantly in their views since 1998 concerning the e-commerce agenda. This has created considerable inroads in defining what e-commerce is as well as the rules that should regulate e-commerce. More recently, the e-commerce dialogue has reflected concerns on how the WTO could potentially deal with the rapid inclusion of MSMEs in the market through e-commerce. Although all companies face red tape in cross-border trade, due to size and financial constraints, MSMEs in developing countries face the most challenges in cross-border e-commerce. Many of these problems are related to the cross-border delivery of goods, the after-sales services as well as limited cross-border de minimis exemptions that discourages MSMEs from e-trading. Therefore, several Members consider that it is vital to continue to work on trade facilitation matters, especially those that are forward looking and can better assist MSMEs to better integrate into the e-commerce world. This article adopts two specific discussion points based on the proposals submitted by different Members for the WTO MC11 suggesting ways to move forward. First, using case studies from different countries, the article will focus on some of the challenges faced by MSMEs in developing countries, such as inefficient customs administration which is a result of issues related to cross-border trade. Part of this discussion will also assess how developing countries can use the recently agreed TFA to address these issues. The second part of the article will focus on how current provisions in the TFA as well as other forward looking trade facilitation efforts that are not reflected in the agreement, can help MSMEs to benefit from cross-border e-commerce. In relation to this part of the discussion, an exploration of the possibilities of technical assistance and capacity building that is e-commerce relevant would thus be necessary. Finally the article will conclude, highlighting limitations associated with the recommendations given.

New Platform for Analyzing Global Trade in the Last Two Centuries

The Federico-Tena World Trade Historical Database has launched, collecting information about imports and exports from 140 countries between 1800 and 1938.  This database adds something unique to the wealth of resources on global trade, as it includes systematically and methodically collected statistics from developing countries and examines globalization from a historical perspective.

Agricultural Policy Monitoring and Evaluation 2015: Highlights

OECD has released new data and analysis on agricultural support in OECD and emerging economies in their recent publication, Agricultural Policy Monitoring and Evaluation 2015: Highlights.

This highlights publication offers a sampling of what will be included in the full Agricultural Policy Monitoring and Evaluation 2015 report, to be launched in 2015. The volume covers OECD countries and a number of emerging economies, looking at average levels of support given to agricultural producers and comparing trends between countries.

The highlights to the forthcoming Agricultural Policy Monitoring and Evaluation 2015 is available online, as well as a Reader’s Guide, and a section titled Developments in Agricultural Policy and Support.

These documents, tools and more are accessible from the OECD iLibrary by WTO staff and WTO Library patrons.

Participation of Developing Countries in Global Value Chains

OECD has launched Participation of Developing Countries in Global Value Chains: Implications for Trade and Trade-Related Policies.  A new issue in their OECD Trade Policy Papers series, this report examining participation in global value chains by developing countries. The publication analyzes global value chain participation and policy in five developing sub-regions in Africa, the Middle East, and Asia, highlighting differences and similarities between activities in these sub-regions. The paper may be of particular interest to policy makers and policy advisors in these regions, to help assess existing global value chain engagement and consider additional options.

In addition to the full paper, there is also a 20-page summary paper and a 4-page policy note, all available in electronic format through a WTO Library subscription to OECD iLibrary.

Changing power relations in the WTO

This review offers a critical reading of the November 2014 India‚ÄďU.S. trade deal that unblocked an impasse in the World Trade Organization‚Äôs (WTO) Doha round and considers what it means for the way we govern global trade. It argues that the agreement, rather than being a ‚Äėvictory‚Äô for the developing world or a cause for celebration, may simply reinforce an unfair and problematic system of distributing trade opportunities among WTO members. It may also obscure further the need for a fundamental overhaul of the way global trade is governed. In so doing, the review speaks to broader debates about what happens when ‚Äėrising‚Äô powers replace established states in global institutions in the absence of wider processes of reform; and it adds to growing concerns about the increasing precariousness of least developed countries (LDCs) in international economic regimes.

Do Developing-country WTO Members Receive More Aid for Trade (AfT)?

This paper aims to assess whether and to what extent the WTO’s developing member countries have received more AfT. For this purpose, a system GMM is applied to a sample of 118 recipient countries for the period 2001‚Äď10. We find evidence that while LDC WTO members on average receive relatively more AfT than other developing countries, the difference has not increased since launch of the AfT initiative. Among the three categories of AfT, the positive WTO membership effect for LDC members increased for building productive capacity and for trade policy and regulation, but declined for infrastructure.
