Changing power relations in the WTO

This review offers a critical reading of the November 2014 India–U.S. trade deal that unblocked an impasse in the World Trade Organization’s (WTO) Doha round and considers what it means for the way we govern global trade. It argues that the agreement, rather than being a ‘victory’ for the developing world or a cause for celebration, may simply reinforce an unfair and problematic system of distributing trade opportunities among WTO members. It may also obscure further the need for a fundamental overhaul of the way global trade is governed. In so doing, the review speaks to broader debates about what happens when ‘rising’ powers replace established states in global institutions in the absence of wider processes of reform; and it adds to growing concerns about the increasing precariousness of least developed countries (LDCs) in international economic regimes.

Is India Specialising in Polluting Industries? Evidence from US-India Bilateral Trade

Recently, the apex environmental agency of India observed that domestic industrial pollution has been increasing at an alarming rate over the last two decades, and the need to rein in traditional polluting industries. This raises the pertinent question of whether the poor domestic pollution regime has affected the pattern of India’s trade in dirty manufactured products in the post-liberalisation era since 1991. We find that on the whole, India has remained a net importer of pollution-intensive manufactured goods; however, there is a distinct trend of increasing specialisation in specific dirty industries especially in the bilateral trade with high-income countries, and to a lesser degree with low-income countries. The USA being India’s single largest country trading partner in the post-liberalisation era, we test for pollution offshoring at the finer industry level in US-India bilateral trade. While we find that the pollution haven effect is not significant, India’s specialisation in certain dirty manufacturing industries through the last decade remains a disturbing trend. India needs to integrate environmental sustainability within industrial growth urgently, and it is pertinent to implement policies which would reflect the true pollution costs in an industry that is increasingly competing in the international market.

Redesigning the Indian Food Security System through E-Governance

The link between e-governance and development has been widely leveraged for policy formulation in India, however, little is known about its application to food security. This paper fills the gap with a study of Kerala, where the Public Distribution System (PDS), the main national food security program, has been digitalized in its main functions. Findings reveal that the digital program has been purposefully devised to combat the problem of diversion (“rice mafia”) of PDS goods to the market: however, issues of partial coverage and mistargeting remain. Lessons are drawn for other states computerizing the PDS and their social safety nets.

Big-pharmaceuticalisation: Clinical trials and Contract Research Organisations in India

The World Trade Organisation’s Trade Related Intellectual Property Rights [TRIPS] agreement aimed to harmonise intellectual property rights and patent protection globally. In India, the signing of this agreement resulted in a sharp increase in clinical trials since 2005. The Indian government, along with larger Indian pharmaceutical companies, believed that they could change existing commercial research cultures through the promotion of basic research as well as attracting international clinical trials, and thus create an international level, innovation-based drug industry. The effects of the growth of these outsourced and off-shored clinical trials on local commercial knowledge production in India are still unclear. What has been the impact of the increasing scale and commercialisation of clinical research on corporate science in India?

Is India Skating on Thin Ice?

The problem of poverty is an acute one in India. Approximately thirty-three percent of the Indian population live in dire poverty. However, India’s food security and public distribution schemes have been creating an imbalance as far as its international obligations are concerned primarily due to India’s commitment to secure on the one hand, the rights of the poor with respect to food; and on the other hand the rights of the farmers who are highly dependent on the erratic weather conditions of the nation. This thereby makes it incumbent for the nation to guarantee this basic human right to food. However, the relevant provisions of the WTO’s Agreement on Agriculture states that such governmental support for the purpose of food security and public stockholding programs shall be no more than the ceiling limit of ten percent has caused some concern for Indian policy-makers. Consequently, it was agreed at the recent Bali Ministerial Conference that by virtue of the peace clause, member-nations of the WTO would not invoke dispute settlement proceedings against a developing nation crossing the 10% mark, until a permanent solution is agreed upon. This paper delves to understand implications of India’s food security and public distribution schemes in the international realm; and thus suggest solutions as far as imbalances are concerned.

The growth-employment relationship since 2000 – India

This discussion paper is a brief assessment of the employment challenge that became manifest in the Indian economy during the past decade. It analyses various available economic indicators and presents estimates that highlight the structural transformations that have taken place. The key issue that the paper examines is whether high rates of growth registered by the Indian economy in the past decade were accompanied by substantive growth in employment. It brings out how the Indian economy over the last decade seems to have experienced all the classic features earmarked in literature while discussing the crisis of employment in case of large developing countries.

Does Trade Liberalization Promote Regional Disparities?

Over last few decades, there has been a growing interest among researchers in understanding the link between trade liberalization and regional disparities within the context of an individual country. In this study, we develop the first ever single-country multiregional Computable General Equilibrium (CGE) model for the Indian economy to investigate this linkage. Overall our results suggest that, in the short run, trade liberalization has a beneficial impact on the rich and fast-growing middle-income states and a marginal or negative impact on the poor states.

The European Union’s Proposed Carbon Equalisation System: Some Implications for India’s Exports / Biswajit Dhar

Abstract:
In 2009, the European Union (EU) proposed to use border carbon measures, which could take the form of a direct or indirect “carbon tax”, against imports from its partner countries that were not following its emission norms. While the stated objective of the proposal was to prevent “carbon leakage”, or migration of industries to the so-called “pollution havens”, its real intent is to protect industries based in the territories of the EU Member States against foreign competition. The proposal could have wide ramifications for it could affect market access possibilities of a very large segment of the industries in the EU’s partner countries. This paper analyses the possible impact of the proposed measures on India’s exports through a very detailed examination of the available data.
