Aid for food security: does it work?

The paper’s objective is to contribute to existing literature by examining whether development aid has any measurable impact on food security, whether the impact is conditioned on the quality of governance, and whether it differs based on the type of aid provided.
The paper finds that aid in general has a small positive impact on food security; that multilateral aid, grants, and social and economic aid have a positive effect on food security in their own right; and that bilateral aid, loans, and agricultural aid are more conditioned on the quality of governance that other aid.

Redesigning the Indian Food Security System through E-Governance

The link between e-governance and development has been widely leveraged for policy formulation in India, however, little is known about its application to food security. This paper fills the gap with a study of Kerala, where the Public Distribution System (PDS), the main national food security program, has been digitalized in its main functions. Findings reveal that the digital program has been purposefully devised to combat the problem of diversion (“rice mafia”) of PDS goods to the market: however, issues of partial coverage and mistargeting remain. Lessons are drawn for other states computerizing the PDS and their social safety nets.

Fair Enough? Food Security and the International Trade of Seafood

Does international trade make all parties better off? We study the relationship between food security and the international trade of fish and seafood between developing and developed countries. Specifically, we look at and discuss the evolution of trade flows – values, quantities, and prices – between developing and developed countries. The picture that emerges suggests that the quantity of seafood exported from developing countries to developed countries is close to the quantity of seafood imported by developing countries from developed countries. What takes place is a quality exchange: developing countries export high-quality seafood in exchange for lower quality seafood.

Simulating economic growth effects on food and nutrition security in Yemen

This paper presents an innovative approach for estimating changes in a country’s food and nutrition security subject to economic growth and related income distribution over time. Specifically, we combine a dynamic computable general equilibrium model with household- and individual-level regression models and apply this macro–micro approach to assess the effects of Yemen’s crisis-induced economic recession in 2011/12, together with two alternative transition scenarios from 2013 to 2020.

Could the proposed WTO Special Safeguard Mechanism protect farmers from low international prices?

This article offers an empirical analysis of the proposal by some developing countries for an agricultural Special Safeguard Mechanism (SSM) in the World Trade Organization. It draws on political economy and market theory to demonstrate that the loss-averting domestic producer benefits that proponents believe the SSM would offer agricultural-importing developing countries may be illusory, insofar as agricultural-exporting countries also seek to avert producer losses.

Is India Skating on Thin Ice?

The problem of poverty is an acute one in India. Approximately thirty-three percent of the Indian population live in dire poverty. However, India’s food security and public distribution schemes have been creating an imbalance as far as its international obligations are concerned primarily due to India’s commitment to secure on the one hand, the rights of the poor with respect to food; and on the other hand the rights of the farmers who are highly dependent on the erratic weather conditions of the nation. This thereby makes it incumbent for the nation to guarantee this basic human right to food. However, the relevant provisions of the WTO’s Agreement on Agriculture states that such governmental support for the purpose of food security and public stockholding programs shall be no more than the ceiling limit of ten percent has caused some concern for Indian policy-makers. Consequently, it was agreed at the recent Bali Ministerial Conference that by virtue of the peace clause, member-nations of the WTO would not invoke dispute settlement proceedings against a developing nation crossing the 10% mark, until a permanent solution is agreed upon. This paper delves to understand implications of India’s food security and public distribution schemes in the international realm; and thus suggest solutions as far as imbalances are concerned.

Economic Development without Pre-Requisites: How Bolivian Producers Met Strict Food Safety Standards and Dominated the Global Brazil-Nut Market / Salo V. Coslovsky.

Brazilian firms used to dominate the brazil nut (BN) market to such an extent that the product still carries the country’s name. In a surprising twist, 77% of all BNs are now processed and exported by Bolivia, a country with far fewer resources than its neighbor. This paper analyzes the impact of EU regulations on the global BN market. It finds that Bolivian producers prevailed because they joined forces to revamp their manufacturing practices and meet EU sanitary standards despite continued mutual mistrust. In contrast, Brazilian producers have been unable to work cooperatively and lost access to the European market entirely.
